From Aid to Co-Creation: The Evolution of TICAD and the Changing Character of Japan–Africa Development Cooperation
Abstract
TICAD has become one of the longest-running platforms for Africa–Japan development cooperation. Yet the framework has changed considerably over three decades. This paper examines that evolution and asks what it reveals about the changing character of development cooperation between Japan and Africa. Using qualitative documentary analysis, the study synthesized scholarly literature on TICAD, the Government of Japan, and United Nations Development Program (UNDP) policy and implementation documents.
