An Interested Mediator: Egypt and the Making of the 1969 Cairo Agreement
Abstract
This paper examines Egypt’s mediation between Lebanon and the PLO during the crisis of 1969, comparing the unsuccessful May talks with negotiations culminating in the Cairo Agreement. It argues that Egypt, as an interested mediator, invoked shared Arab commitments to press for compromise and make concessions politically defensible. This case shows how normative leverage, combined with relationships and negotiation management as bargaining conditions changed, could support compromise without ensuring a shared interpretation or reliable implementation.
